Flags flown at half-staff to honor fallen soldier

ALBANY, N.Y. &mdash Flags on New York state government buildings will be flown at half-staff on Friday to honor a 23-year-old soldier from Oswego who died in Afghanistan.
The Department of Defense said soldier Kyle Rookey died Sunday in Jalalabad. He died in a noncombat related incident, but officials gave no further details.
Gov. Andrew Cuomo gave the flag order Tuesday.
Rookey had been assigned to the Fourth Brigade Special Troops Battalion, Fourth Brigade Combat Team, Fourth Infantry Division out of Fort Carson, Colo.
